Why families in Andorra hire household staff through a Spanish agency

Andorra is the closest of our destinations and the most particular. It sits two hours from Barcelona, it is Spanish-speaking, and its families moved there from Catalonia, Madrid or abroad for the mountains and the tax regime. It feels like a Spanish hire until the paperwork starts: the Principality is not in the EU, applies no free movement, and every foreign worker, Spanish nationals included, needs an immigration authorisation that the Govern issues within an annual quota. Families who have tried to do it alone come to us for the candidate and for the order of the steps.

The homes are in Escaldes-Engordany and the upper streets of Andorra la Vella, in the chalets of La Massana and Ordino, and in Anyós and Els Vilars: large houses with staff quarters, a garage full of cars and snow for four months. The request is almost always a live-in housekeeper or a couple who can drive in winter and keep a house with grounds, and for families with young children a Spanish- or English-speaking nanny.

WHERE WE PLACE IN ANDORRA

Escaldes-Engordany and La Massana

Two parishes concentrate the residences we are asked about, with Andorra la Vella and Ordino as their extensions.

  1. Escaldes-Engordany

    The parish that joins the capital, with the residential slopes above the Valira and the Caldea thermal centre, where many of the families who relocated to Andorra in the last decade live in apartments and houses with views of the valley. The request is a live-in housekeeper who cooks and, often, a nanny for children in the British or French schools.

  2. La Massana

    The road up to the Vallnord ski areas, with chalets in Anyós, Sispony and Els Vilars owned by families who chose Andorra for the mountains. Houses with grounds, garages and snow to clear, where a couple living in a separate flat, driving in winter and keeping the property, is what owners ask for.

  3. Andorra la Vella and Ordino

    The capital's upper streets and the quiet villages of the Ordino valley, at the two ends of the country. Families here ask for a housekeeper for a large apartment or a house, and for a nanny who travels with them to Barcelona and the coast in summer.

ENTRY AND WORK REQUIREMENTS

Immigration authorisation, quota and rules for household staff in Andorra

Andorra is not in the EU and has no free movement agreement: everyone who is not Andorran needs an immigration authorisation to live and work there, granted within an annual quota. The family is the employer and applies for it.

  1. Everyone needs an authorisation, Spanish nationals included

    A Spanish, Portuguese or any other foreign candidate needs an immigration authorisation of residence and work (autorització de residència i treball) issued by the Immigration Service of the Govern d'Andorra. It is requested by the employer, the family, with the employment contract, and granted within the general quota the Govern approves by decree: 800 authorisations in the current general quota, 624 for residents and 176 for cross-border workers, extended by 250 in June 2026 (Decree 231/2026). The candidate must not have been resident in Andorra before, passes a medical examination and provides a criminal record certificate.

  2. Non-EU candidates: same procedure, same quota

    Because Andorra applies its own immigration law to everyone, a Filipino or Latin American candidate resident in Spain follows the same route as a Spanish one: the family's application within the quota. Her Spanish permit does not transfer and Andorra does not recognise it, but neither does it disqualify her; nationality plays a smaller role here than in EU destinations, and the quota and the file decide.

  3. CASS registration and minimum wage

    The family registers as employer with the Caixa Andorrana de Seguretat Social (CASS) and declares the employee from the first day; domestic employment is regular employment in Andorra. The interprofessional minimum wage is €1,568.67 gross per month, or €9.05 per hour, since the extraordinary update of 1 July 2026, and the contract states board, lodging, hours and rest days. Spain and Andorra coordinate social security under a bilateral convention, which matters for a candidate's future pension.

  4. Who employs, and under which law

    The employer is the family, in the country where the home is. We are a placement agency: we select and present, we are neither the employer nor a temp agency, so the Posting of Workers Directive (written for companies) does not apply. The contract is governed by the law of the place where the work is habitually done, even if the parties choose another (Rome I Regulation, art. 8).

  5. Data protection when sending profiles

    Profiles travel with the candidate's informed consent. Within the EEA there is no international transfer; to Switzerland, the UK and Andorra there is, covered by a European Commission adequacy decision (GDPR arts. 44-45). Monaco has no adequacy decision: we rely on appropriate safeguards or the explicit consent of art. 49.

  3. Interviews and trial

    Video calls from your client portal and, given the distance, an in-person interview in Barcelona or a two-day trial in the house, before the immigration file is submitted.

  4. Application, CASS and move

    The family files the residence and work authorisation with the contract and the candidate's documents we provide, the candidate passes the medical examination, the family registers with the CASS, and we agree the start date around the authorisation and the notice period in Spain.
