Why families in Luxembourg look to a Spanish agency for household staff

Luxembourg pays the highest minimum wage in the European Union and packs a great many two-high-income households into a very small country: EU institutions in Kirchberg, banks and funds in the city centre, and the executives of the companies headquartered there. What it lacks is a pool of live-in staff. Households rely on hourly help, and the family that wants a housekeeper living in the house six days a week, or a nanny who speaks Spanish to the children, finds very few candidates locally.

  1. Luxembourg City

    Belair, Limpertsberg, Merl and the villas along the Val Sainte-Croix, where bankers, lawyers and the international business community live in houses with gardens. The request is a live-in housekeeper who cooks and, for families with young children, a nanny who keeps Spanish or English alive at home.

  2. Kirchberg

    The plateau of the European institutions, the Court of Justice and the banks, with modern apartments and family houses in Kirchberg and neighbouring Weimershof. Officials and their families ask for a housekeeper for a large apartment and for a nanny who follows the family's calendar of travel and school holidays.

  3. The surrounding communes

    Strassen, Bertrange, Niederanven and Walferdange, and further out the houses of the Moselle and the Ardennes. Larger properties with grounds where a domestic couple living in a separate flat keeps the house, the garden and the cars is the usual arrangement.

ENTRY AND WORK REQUIREMENTS

Permits and rules for household staff in Luxembourg

Luxembourg applies EU free movement and runs one of the most explicit procedures in Europe for hiring a non-EU worker, through the employment agency ADEM. The family is the employer and registers with the CCSS.

  1. EU/EEA/Swiss candidates: no permit, declaration of arrival

    A Spanish, Portuguese or other EU candidate starts work with her passport. She declares her arrival at the commune within eight days and, for a stay over three months, applies for the registration certificate with the employment contract. No quota, no labour-market test.

  2. Non-EU candidates: the ADEM procedure and the authorisation to stay

    Before recruiting a third-country national, the employer must declare the vacant post to ADEM, which checks whether a suitable candidate is available on the local or EU market. If none is presented within three weeks, the employer asks ADEM's director for a certificate granting the right to hire a third-country national. The employer then signs a dated employment contract, which may start subject to the permit, and hands the original certificate to the candidate. She attaches it to her application for a temporary authorisation to stay for salaried workers, then obtains a visa D and, on arrival, the residence permit. A Filipino candidate resident in Spain follows exactly this route.

  3. Employer registration and minimum wage

    The family registers as employer with the Centre commun de la sécurité sociale (CCSS) and declares the employee's entry; household employment is regular employment with health, pension and accident insurance. The social minimum wage (salaire social minimum) for an unqualified full-time employee is the floor, around €2,771 gross per month after the June 2026 indexation, to be confirmed on guichet.lu at the time of hiring; the contract states board, lodging, hours and rest days.

  4. Who employs, and under which law

    The employer is the family, in the country where the home is. We are a placement agency: we select and present, we are neither the employer nor a temp agency, so the Posting of Workers Directive (written for companies) does not apply. The contract is governed by the law of the place where the work is habitually done, even if the parties choose another (Rome I Regulation, art. 8).

  5. Social security: the destination country's

    The general rule of Regulation (EC) 883/2004 (art. 11(3)(a)) is to contribute where you work. The exception is a temporary posting (art. 12): a family resident in Spain that takes an employee already hired here may keep her in the Spanish system for up to 24 months with the A1 certificate issued by the TGSS, if the conditions are met. Otherwise the registration is done in the destination country.

  6. Data protection when sending profiles

    Profiles travel with the candidate's informed consent. Within the EEA there is no international transfer; to Switzerland, the UK and Andorra there is, covered by a European Commission adequacy decision (GDPR arts. 44-45). Monaco has no adequacy decision: we rely on appropriate safeguards or the explicit consent of art. 49.
